ABOUT THE REVIEWING PROCESS:

1. Each paper is sent to 3 internal reviewers (researchers
paid by the conference to do quick and good quality
performance estimation, closely controlled by the conference
management).

2. In addition, papers are sent to the external review as follows:

    a. IPSI review:
        Each paper is sent for review to 2 IPSI employees (PHD students).
    b. Peer review:
        Each paper is sent for review to 4 authors of other papers
        submitted for the same conference.
    c. Google review:
        Each paper is sent for review to 2 authors of papers
        referenced in the paper under review
        (email addresses or these 2 authors are found via Google).

3. Also, we expect, while waiting for the review, that each author
consults his/her colleagues locally, and asks them to help improve the paper.

4. Finally, each paper (before being put onto the conference CD) is
inspected by the Conference Chair, Professor Veljko Milutinovic, Fellow
of the IEEE.
